The papers show that Max Ulbricht MAßerzan
subject was extradited from Hongkong in 1900 accused of the crime of embezzlement (sic) "within the jurisdiction of the German Authorities at Shanghai". The question of extra-territorial jurisdiction apparently was not raised at the time. The warrant was drawn up by Sir William Goodman then Attorney-General. The application was made under article 15 of the Treaty of 14th. May, 1872, but it is submitted that the Treaty ports in China are not "colonies" or "foreign possessions* and I think it is clear that the Treaty does not extend to extra-territorial jurisdiction (See Piggott on Extradition page 195).
